The National Mission Enablement Council (NMEC) is a non-statutory advisory and facilitative council constituted by AATMA to support structured institutional engagement with national missions, flagship schemes, and policy initiatives related to Assistive Technology, skill development, and inclusive growth.
About NMEC
NMEC has been established to strengthen alignment between India’s national missions and the evolving assistive technology ecosystem.
NMEC functions as a knowledge-led interface — enabling dialogue, alignment, and strategic inputs — while maintaining a clear separation from execution, statutory authority, and financial decision-making.
It serves as a structured advisory platform that enables:
- Policy interpretation and scheme mapping
- Institutional consultations and thematic dialogues
- Strategic positioning of Assistive Technology within national priorities
- Cross-sector collaboration in disability inclusion and skill development
NMEC does not execute projects or administer funds. Its role is advisory, facilitative, and knowledge-driven.

Scope & Limitations
NMEC May:
- Offer non-binding recommendations and strategic guidance
- Facilitate structured consultations & mission alignment discussions
- Support AATMA initiatives in an advisory capacity
NMEC Shall Not:
- Exercise executive, statutory, or fiduciary authority
- Enter into contracts, MoUs, or legal commitments
- Handle, approve, receive, or disburse funds
- Represent AATMA in any binding or regulatory capacity
Leadership
Governance & Compliance Framework
NMEC operates under the following principles:
- Non-statutory advisory structure
- Recommendations are strictly non-binding
- AATMA retains sole responsibility for execution, compliance, reporting, and fund management
- NMEC members do not act as officers, directors, or authorized representatives of AATMA
This structure ensures alignment with:
- Companies Act, 2013 (Section 8)
- Government grant-in-aid norms
- CSR governance and funding agency standards
NMEC is an advisory and facilitative council of AATMA. NMEC members do not have authority to bind AATMA contractually, financially, or legally. Any views or recommendations expressed are non-binding. All statutory compliance, execution, and fund management remain the sole responsibility of AATMA.
